Hi there,

So looks like PF does not handle L2 filtering which you would need for this. You can do what you're looking for using IPFW which can be enabled by enabling the captive portal and doing a little tinkering to add some IPFW rules. Essentially you would bind an IP to a MAC address... so if you do not have a whitelisted IP and MAC combination then you would not be able to access the internet.

Have a look at these links for some guidance. This is not something I have tried before so let us know how it goes :)

Once pfSense is installed you’ll need to restart the system. Make sure you remove the USB drive. First-time pfSense boots you’ll see a wizard using which you can define LAN and WAN interfaces. Follow on-screen instructions to assign interface, IP addresses. Once all this is done you’ll need to log into the web interface to use pfSense. Securely Connect to the Cloud Virtual Appliances. Netgate’s ® virtual appliances with pfSense ® software extend your applications and connectivity to authorized users everywhere, through Amazon AWS and Microsoft Azure cloud services. Network your employees, partners, customers, and other parties to share resources in site-to-cloud, cloud-to-cloud, and virtual private cloud (VPC) connectivity. Are you using bridged networking for your pfsense VM? If so, I think, the problem is, that the physical mac of your server's NIC is bb:bb:bb:bb:bb:bb and the pfsense interface with aa:aa:aa:aa:aa:aa comes behind the server's interface. Many ISP's are allowing the correct MAC only, if it is the first interface connected.

I hope this helps
