Hi there,
So looks like PF does not handle L2 filtering which you would need for this. You can do what you're looking for using IPFW which can be enabled by enabling the captive portal and doing a little tinkering to add some IPFW rules. Essentially you would bind an IP to a MAC address... so if you do not have a whitelisted IP and MAC combination then you would not be able to access the internet.

Many ISP's are allowing the correct MAC only, if it is the first interface connected.

Click on the line for the Zone to edit
Click the MACs tab
Click Add to add a new entry
Fill in the form as follows:

Always deny traffic from this MAC address
- MAC address
The MAC address of the device to allow. The value mustbe colon-separated pairs of digits, such as
